There is a download option on the page as shown in below -

However, clicking that link asks you to upload a document to unlock download option -

Alternatively, wait for the document to load on the previous page and instead of clicking on the download button, click the print icon at the bottom right of the document window as shown below -

On the print window that pops-up, select 'save as pdf' for 'Destination' and hit save at the bottom.

You will then be able to select a location on your computer and download the pdf to that location pretty straightforward :).
