1. Use VPN
Same with ur CC country.
If use France CC, use France IP.
2. Delete payment method in pay.google.com
Make sure ur google account is fresh from trash CC.
3. Add payment method in youtube premium section, not in pay.google.com
4. Use same zip code with CC.
5. You can use public cc.
6. If result is "Can't proccess blablabla", clear data and use different email.
That's mean ur google account is detected, use another email.
